Yes. TiviMate installs and runs on most Android phones and tablets, but you usually need the APK file from the official website rather than Google Play. On Google Play, TiviMate IPTV Player is listed for TV devices. On many phones it does not appear in search, or it shows up as not compatible with your device.
The developer is open about this. The Google Play listing says TiviMate is designed for Android TV and remote control navigation, and that it is not optimized for touch devices such as phones or tablets. The official site, tivimate.com, shows the same warning next to its Download APK button.
In real life, the app opens, plays channels and shows the TV guide on a phone. Some menus just take patience. On a 10-inch tablet held sideways it feels close to the TV version; on a small phone the text gets tiny.
Follow these steps in order. Menu names change a little between Samsung, Google Pixel, Motorola and other brands, but the path is the same on Android 8 and newer.
Open the Play Store and search for TiviMate IPTV Player. If your device shows an Install button, use it, and updates will arrive by themselves. If the app is missing or marked as not compatible, go to step 2.
Open Settings, then Apps, Special app access and Install unknown apps. Tap Chrome (or the browser you use) and switch on Allow from this source. On some phones this setting sits under Security or Privacy. Android also offers the switch by itself the first time you open an APK file.
In Chrome, go to tivimate.com and tap Download APK. Only use the official site. Modified copies from forums and file sites can carry malware and never get updates.
Open the downloaded file from your notifications or the Downloads folder, tap Install, then Open. Turn your phone sideways, because the layout is built for a wide screen.
Tap Add playlist and pick the Xtream Codes option. Type the server URL, username and password from your welcome email exactly as written, then tap Next. If your provider gave you an M3U link instead, choose the playlist URL option and paste the link.
TiviMate shows how many channels and movies it found. Tap Next, give the playlist a name and finish. The TV guide (EPG) fills in over a minute or two. If it stays empty, look for Update EPG in the settings or restart the app.

TiviMate Premium is a paid upgrade sold by the app's developer, not by your IPTV provider. It adds extras such as recording, catch-up, multiview and more than one playlist. The free version still plays live channels with the TV guide, so try that first and upgrade only if you miss something.
Premium is handled by a separate app called TiviMate Companion, which is on Google Play for phones and tablets. It is not a player. Its only jobs are selling Premium and managing the devices on your TiviMate account.
One Premium account can cover several devices, up to five at the time of writing. If you already pay for TiviMate on your TV, sign in on the phone with that same account instead of buying again. You can see and remove linked devices in the Companion app or in the account area of tivimate.com.
